Raw Opium without a permit.

Section 11 provides that the Laster of every ship carrying Rew Opium for export shall be furnisaed by the Superintendent with a memorandum thereof.

Section 12 prohibits the moving within the Colony of Raw Opium from one place to another without a permit.

Section 13 prescribes that those responsible for a ship importing Opium shall furnish the Superintendent with a Manifest there- -of.

Section 14 similarly provides thet those responsible for any Opium to be exported shall furnish the Superintendent with a similar

Manifest.

Section 15 deals with restrictions on the possession of Haw

Section 16 prescribes that the licensee of a licensed ware- -house must furnish the Superintendent wita a certificate of the Raw

Opium stored in such warehouse.

Section 17 imposes upon importers and storers of Raw Opium the necessity for keeping a detail register of the Raw Opium imported or stored by such persons.

Section lo gives the Superintendent power to demand particu- -lars from any person having Raw Opium in his possession and to enter

any premises where Raw Opium is stored.

Although most of the aoove sections follow very closely the

existing law, it is thought that they are somewhat more compact and

will render the control over Raw Opium more efficacious than has

hitherto been the case.

Part II deals with Prepared Opium and Dross Opium.

Section 19 vests the exclusive right of preparing and deal-

-ing with Prepared and Dross Opium and Opium Dross in the Superintend-

-ent.

Section 20 gives power to the Superintendent to grant

licences to suitable persons to sell Prepared or Dross Opium under

suitable restrictions.
